The very idea that everyone will immediately hack the achievements as soon as they have the opportunity is stupid. There are absolutely no good things in locking achievements for modded game – unlocking it won't make rare achievements less rare. Most mods are model replacements or other not-game-changing stuff. Blocking achievements for all mods just because there's a possibility to make some achievements easier is really dumb. Anyone can hack achievements with Steam Achievements Manager (not only getting achievements, but also vanishing it), so unlocking achievements in mods doesn't open any new possibilities in achivements cheating.
